Rothe, Well AugmentationJRecharge Project

INTRODUCTION
Mildred Rothe is requesting an increase of $25,977 to her July 2003 authorization of $353,482
for the Rothe Augmentation Plan. The requested loan increase is due to cost overruns incurred
during construction of the project.

BACKGROUND
At the July 2003 board meeting, the Colorado Water Conservation Board approved a loan to
Mildred Rothe in the amount of $353,482, from the Construction Fund. The $353,482 loan
authorization was for the construction of the Rothe Augmentation Plan, consisting of 3 recharge
wells, 2 augmentation wells, 3 separate pipelines, and various recharge sites.

The Rothe Farm is located in Morgan and Weld Counties, approximately 7 miles north of the Town
of Wiggins. The purpose of the Rothe Augmentation Plan was to generate augmentation water or
credits to be used to offset its depletions caused by 17 wells serving 3,055 irrigated acres. The
augmentation credits generated by the plan will protect the Rothe Farm from possible curtailment of
their wells, and therefore strengthen the Ground Water Appropriators of the South Platte (GASP)
ability to provide coverage in that same area of the river.

Brent Nation, P.E., of Nation Engineering Services, completed the feasibility study for the project in
June of2003.

1
