<br />Mr. Fetcher moved to Agenda 9b--project Recommendations <br /> <br /> <br />Pursuant to Section 37-95-107, CRS 1973, as amended and asked <br /> <br /> <br />Mr. McDonald to discuss the requirements of this section. <br /> <br />Mr. McDonald stated that this section of the statutes <br /> <br /> <br />governs the procedure by which feasibility studies are reviewed <br /> <br /> <br />by the ewCB and forwarded to the General Assembly for the benefit <br /> <br /> <br />of the Colorado Water Resources and Power Development Authority. <br /> <br /> <br />The Authority can not finance the construction of a project until <br /> <br /> <br />authorized by the General Assembly to proceed. Other require- <br /> <br /> <br />ments of this Section were summarized by Mr. McDonald and are <br /> <br /> <br />spelled out in the Director's March 1, 1983 Memorandum to the <br /> <br /> <br />Board. (See Appendix H.) Accompanying the memorandum was a <br /> <br /> <br />suggested Joint Resolution authorizing the Authority to proceed <br /> <br /> <br />with the consideration of the following projects: Buckeye Reser- <br /> <br /> <br />voir, Fuchs Ranch Dam, Great Western Dam, Harper Lake, Hertha <br /> <br /> <br />Reservoir, Hyannis Peak Dam and Stagecoach Reservoir. <br /> <br />During the ensuing discussion by the Board, Mr. Vandemoer <br /> <br /> <br />stated that transmittal of the suggested Joint Resolution as <br /> <br /> <br />prepared would be confusing in the minds of the Legislators in <br /> <br /> <br />that only the Stagecoach Reservoir Project sponsors were request- <br /> <br /> <br />ing funds from the Authority as the non-state share. He moved, <br /> <br /> <br />seconded by Mr. Robbins, that the Joint Resolution should apply <br /> <br /> <br />only to the Stagecoach Reservoir Project and all other projects <br /> <br /> <br />should be deleted. The motion was adopted by unanimous voice <br /> <br /> <br />vote. <br /> <br />-9- <br />
