Mr. Fetcher moved to Agenda 9b--project Recommendations

Pursuant to Section 37-95-107, CRS 1973, as amended and asked

Mr. McDonald to discuss the requirements of this section.

Mr. McDonald stated that this section of the statutes

governs the procedure by which feasibility studies are reviewed

by the ewCB and forwarded to the General Assembly for the benefit

of the Colorado Water Resources and Power Development Authority.

The Authority can not finance the construction of a project until

authorized by the General Assembly to proceed. Other require-

ments of this Section were summarized by Mr. McDonald and are

spelled out in the Director's March 1, 1983 Memorandum to the

Board. (See Appendix H.) Accompanying the memorandum was a

suggested Joint Resolution authorizing the Authority to proceed

with the consideration of the following projects: Buckeye Reser-

voir, Fuchs Ranch Dam, Great Western Dam, Harper Lake, Hertha

Reservoir, Hyannis Peak Dam and Stagecoach Reservoir.

During the ensuing discussion by the Board, Mr. Vandemoer

stated that transmittal of the suggested Joint Resolution as

prepared would be confusing in the minds of the Legislators in

that only the Stagecoach Reservoir Project sponsors were request-

ing funds from the Authority as the non-state share. He moved,

seconded by Mr. Robbins, that the Joint Resolution should apply

only to the Stagecoach Reservoir Project and all other projects

should be deleted. The motion was adopted by unanimous voice

vote.

-9-
