Why is the headwater state with <br />the most snowmelt and best high <br />storage sites drying up its farms, <br />aquifers and river environments, <br />while dependant down river states <br />are thriving on Colorado's water? <br />. Why does wetter Colorado have <br />the highest urban and rural water <br />user costs throughout the arid West? <br />. Why did Colorado's cities, <br />farms and river environments suffer <br />more shortages and restrictions than <br />down river states during the recent <br />regional drought~ <br />. Why have other western states <br />received substantially more federal <br />planning and financial aid for <br />statewide development of their re- <br />newable water entitlements? <br />. Why is Colorado the only west- <br />ern prior-appropriation state that re- <br />lies on basin oriented water courts <br />and local utilities for its strategic .. <br />statewide water planning and devel- <br />opment decisions? <br />.
