What are the potential impacts on senior and junior water rights holders if an environment or recreation enhancement project is <br />developed? What are the impacts of future uses of water? <br />2. Can incentives be developed for entities to donate their water rights for instream or recreational uses? <br />What are other legal changes that need to occur to protect water-related recreational and environmental uses? <br />What incentives can be developed to encourage entities to donate their water rights? <br />3. How can an acceptable balance be achieved between competition for the same sources of water with existing uses such as <br />agricultural and Municipal & Industrial? <br />4. Can a prioritization scheme be developed where there is consideration of recreation and environmental needs, Municipal & <br />Industrial needs, and agricultural needs? <br /> <br />Recreational and Environmental - Financial <br />1. What are sources of funding and payment for projects that enhance environment and recreation? <br /> <br />Recreational and Environmental - Technical <br />1. What are the examples of projects (or programs) that benefit multiple users that could serve as a model for the state? <br />2. How can Conserve, Protect, Restore priorities be implemented and integrated into a prioritization process and how might that <br />process interface with the instream flow program? <br /> <br />Prioritize Environment and Recreation Needs TRT Summary of Work Products <br />Prioritize Environment and Will define regulatory options currently available for addressing environment and recreation needs. Provide context <br />Recreation Needs Legal / on different types of water projects (RICDs, voluntary flow agreements, permitting (mitigation), structural <br />Water Rights / Institutional improvements and multipurpose projects) versus impacts on different types of water rights (Senior, Junior, Future, <br />/ Political Questions etc). Provide ideas on whether a prioritization scheme can be developed where there is consideration of recreation <br /> and environmental needs, M&I needs, and aaricultural needs. <br />Prioritize Environment and Development of matrix template that incorporates existing, potential and new funding sources (federal, state, county <br />Recreation Needs and municipal) and provides the issues with each. identify case studies from California and present how they <br />Financial Questions addressed financial concerns. <br />Prioritize Environment and Development of matrix template that incorporates Conserve, Protect, Restore which will allow for prioritization of <br />Recreation Needs important areas in the state.
