Request for Funding fOt: Study of the Proposed
Trans-County project

Introduction

Trans-County Incorporated, a non-profit Colorado
Corporation, has made application to the CWCB for funding to
conduct a study of the proposed Trans-County Project. A summary
of the proposed project and of the status of efforts to form a
water conservancy ilistrict to study and develop the project is
enclos"!d.

Discussion

Th"! information developed to date on the proposed project is
of a very preliminary nature. Furthermore, much of this
information has not yet been documented and compiled into the
form of a reconnaissance report.

Before one can make an informed judgment about the
desirability of expending money for a full-scale feasibility
stu<ly, a reconnaissance report needs to be completeil. In
addition, the feasibility study, which could cost several hundred
thousand dollars, cannot be carefully designed until existing
<lata axe compiled and documented.

Recommendation

The engineers for Trans-County have estimated that the
preparation of a reconnaissance study report would cost not more
than 0;1,400. Since the proposed project clearly meets the
criteria set forth in section 37-60-121(1){b), C.R.S. 1973, as
amended, I reco~mend that the Board:
