The preliminary results of the assessment were
contained in an Interim Report published in August, 1981. Based
upon the comments received from those who reviewed the report,
the analyses and evaluations contained in the Interim Report were
rev ised an,] expam'led upon as appropriate.

The Final Report, which reflects the results of the revised
analyses and evaluatlons, has now been completed by the
consul tant, Wood"larn-Clyde Consultants. A summary brochure of
this report 'tlill be mailed to you under separate cover. I will
not attempt to reiterate the results of the assessment in this
memo since the summary I:>rochure is designed to serve that
function. For those of you who may wish to delve into the Final
Report itself, I would suggest that you concentrate on Chapters
1, 4, and Ii.

The purpose of this agenda item is to convey to you the
conclusions which I have drawn from the results of the assessment
and to consider wha.t further actions, if any, should now be
taken. In reaching my conclusions and recommendations, I hav~
taken into account the comments of the people who participated in
the stud, at my invitation, as advisors.

177
ai/9

ROfJl:'rt.,), I,Hj,.;on.
