Randy Seaholm ~
DATE: March 3,1998

SUBJECT: Agenda Item 18.c.v., March 10-11,1998, Board Meeting--
San Juan River Recovery Program, Proposed Flow Recommendations

Introduction

The San Juan River Recovery Program, Long Range Implementation Plan
contains three flow-related milestones that were scheduled for completion on December
31,1997. Those milestones are as follows:

3.3.2.2.j There are no shortages anticipated to the water supply for the depletion
identified in the baseline for the Animas-La Plata Project during the research
period. Upon completion of, or during the research period, the water flow
requirements of the endangeredfish species will be analyzed and the issue of
shortages, if any, will be addressed by the Coordination Committee under this
Implementation Program. If the issue of shortages is not resolved under this
Implementation Program, the issue will be considered as new information that
may result in reinitiation of consultation and will be resolved through the
section 7 process.

5.2.7. Identify, recommend, and implement flows designed to maximize and maintain
suitable habitats for all life stages of endangered and other native fish
species.

5.4.4 Characterize the response of non-native fish species to varying flow regimes
and recommend flows that minimize or eliminate interactions with native fish
species.

In response, the Biology Committee has developed the attached draft preliminary
flow recommendations (Attachment I) along with some proposed operating rules
(Attachment 2) that relate operations of Navajo Dam to the draft preliminary flow
recommendations. Also, an operating rule decision tree is being developed (Attachment
