Description of the project plan including a paragraph stating the purpose and primary <br />features of the project and a narrative of the tasks to be performed. <br />7. Proposed project schedule including milestones with dates and end products. <br />8. Listing of all funding sources that the entity will use to develop its Water Conservation <br />Plan (including grant monies, entity funds and/or in-kind services). <br />9. The signature of an individual with the authority to commit the resources of the entity <br />seeking the grant. <br /> <br />All funded projects will be required to provide progress reports to the Board, via the Board staff, <br />at 50% and 95% completion of the Plan. The estimated dates of the progress reports must be <br />included in the project plan contained in the application. <br /> <br />Applicants are encouraged to utilize the Model Water Conservation Plan prepared by the Office <br />and posted on the Board website as a guide in preparing the application and if awarded funding, <br />in preparing the Water Conservation Plan. <br /> <br />c) Timing of Fund Availability- <br />Funds for financial assistance to covered entities, if available, will become available on July 1 of <br />each year, at which time the Board will entertain applications. The Office will post information <br />regarding the fund availability, as well as the status of applications and awards, on the Board <br />website, updated monthly or as conditions warrant. <br /> <br />e <br /> <br />d) Application and Award Timing- <br />Financial assistance will be awarded, at a minimum, in two phases over the course of the State's <br />fiscal year, based on fund availability and applicant demand. The first phase of awards will be <br />based on applications that are received between July 1 and August 31 of each year. The Office or <br />the Board at the November Board Meeting will commit financial assistance to this set of <br />applicants. If sufficient funding is available, the second phase of awards will be based on <br />applications that are received between November I and December 31 of each year. The Office or <br />the Board at the March Board Meeting will commit financial assistance to this second set of <br />applicants, as conditions warrant. Notification of awards will be made in writing within 30 days <br />of the Board associated meeting. <br /> <br />e) Application Review and Ranking - <br />An Applications Committee consisting of Colorado Water Conservation Board staff will review <br />applications. The Applications Committee will first determine whether applications meet the <br />eligibility requirements specified in the guidelines. The Committee will then evaluate and rank <br />the applications in accordance with the Application Evaluation Criteria provided in 4(f). Based on <br />this ranking, the Applications Committee will select and award grants for applications under <br />$50,000. A listing of grant proposals that are highly ranked by the Applications Committee and <br />exceed $50,000 will be provided to the Board for review and approval, as appropriate. <br /> <br />I) Application Evaluation Criteria - <br />Applicants that meet the eligibility requirement will be evaluated and ranked based on the <br />following three major evaluation criteria (as reflected in Table I): <br /> <br />e <br /> <br />i) How likely is the applicant to develop and implement a Water Conservation Plan that <br />meets the intent of the Board (see Section 2) and the Program by increasing meaningful <br />water conservation in the state? <br />ii) Does the applicant organization have the capability to accomplish the proposed work? <br /> <br />5/12/2005 <br /> <br />4 <br />
