We hope that you
can support the Town for the additional funding that is needed to complete Kremm]ings
raw water pumping project.

The Colorado Water Conservation Board approved a loan for $],000,000 on November
26, 2002. Unfortunately, the project was delayed due to the pennitting that was required
and completing an agreement with Grand River Ranch, who is the owner of the property
where the project will be located and shares the water rights in the Sheep Creek
watershed where the Town obtains its current water supply.

At this time the town would like to move forward with the project, however, as with
everything, the cost of the project has increased and the funding anticipated from the
Ranch in the original loan will not be available.

In order to develop a supplemental water supply for the Town that will meet current as
well as future demands the Town is requesting an additional $742,000 30-year loan from
the CWCB at 4.25 percent interest.

Thank you for your consideration of funding a project that would provide the ability for
the Town to ensure long-term water supplies for its residents.

Sincerely,

. ~:rk ~

Mayor
