Whether or not we can provide this service <br />is an administrative decision. Assistance will have to be <br />formally requested through channels. The ultimate decision <br />will be based upon whether or not we have the time to commit <br />to the project. This commitment must address construction <br />inspection as well as engineering design time. It is <br />unlikely that we could commit to the time frame expressed by <br />the county. <br /> <br />If the decision is made for SCS to provide technical <br />assistance, it must also be decided who will provide the <br />assistance. This portion of Hinsdale County is located in <br />Area 1 with technical assistance provided out of Grand <br />Junction for most engineering activities. As part of the <br />San Luis Valley RC&D Project Area, assistance has often been <br />provided out of Alamosa Area 4. <br /> <br />A structure will have to be designed to look as natural as <br />possible. This is a natural lake that must be kept as <br />authentic as possible. The lake does have significant <br />development around the shore line, so a concrete structure <br />should not be ruled out. A design should consider the use <br />of colored concrete if a concrete structure is used. A good <br />rubble masonry structure would keep with the aesthetics but <br />would be difficult to engineer and build under contract. <br /> <br />. <br /> <br />The cost of a concrete structure will be $80,000 to <br />$120,000. The total cost could run higher depending upon <br />the cost of concrete. The cost will vary wit~.the cost of <br />concrete and the final design. <br /> <br />The prqject will have to be built during low flows. Even <br />during low flows, dewatering will be a problem. I recommend <br />that the new structure be installed downstream of the <br />existing structure.
