A $2.1 million loan to the City of Fort Lupton for the purchase of Windy Gap shares was also authorized
at the January 28 meeting. The Water Revenue bond sale is scheduled for Thursday, with closing
scheduled for March 31.

At the March 4 meeting, the Authority Board authorized an $8.25 million loan to the City of Fountain for
the acquisition of land for future water storage, purchase of water rights, a well and a booster station. The
Water Revenue bond issue is scheduled for May.

Animas La Plata Protect I La Plata Escrow

On March ] 1, the Bureau of Reclamation awarded the Ridges Basin Dam embankment contract to
Weeminuche Construction Authority. The contract was for approximately $85 million. The project is
approximately 22% complete.

Water sales contracts have been submitted to the City of Durango and to the Animas-La Plata Water
Conservancy District. We expect to have these contracts executed by April 30.

A draft of the Phase II Executive Summary of the Long Hollow Feasibility Study was received on March
16. A presentation on the study results is expected at the Board's April 22 meeting.

Lel!islation

Senate Bill 05-0]], adding and deleting projects from the respective project eligibility lists for the
Drinking Water Revolving Fund and the Water Pollution Control Revolving Fund, was passed on third
reading in the House of Representatives on March) 4.

Senate Bill 05-033, a bill changing the project authorization process from a bill to a joint resolution, was
passed on third reading in the House of Representatives on March 15.

Board Appointments

As I mentioned in December, the governor appointed Barbara Green of Denver to replace Sara Duncan
for the City and County of Denver position. Ms. Green's confirmation hearing was held on March 10.

The appointment of Ms. Patricia Vice to replace Louis Rinaldo for the South Platte drainage basin
position has been withdrawn.
