C~E ;;;4
8/11/88

.

Assumptions for Rates,
Including Contributions to Others

The 1&0 features of participating projects were to be funded
by the Federal government and, to the extent beyond the
irrigators' financial capabilities, repaid from power revenues
without interest within a period of 50 years after completion of
the project including the development period. The effect of this
arrangement requires power users to shoulder less than 20% of the
economic cost of these features. The balance, over 80%, is
effectively borne by the Federal government.
To the extent that the Federal government reduces or
eliminates its 80%+ participation, CREOA believes the following
principles should apply:

.

The current level of econo~ic cost for I&D features repaid
by power should be recogni~ed;
Any additional share of eC~nomic cost repaid by power should
be predicated on commensurate increases in the economic
costs borne by other, non-~ederal interests;
Costs not directly related to power generation should be
shared among all affected interests (costs, ~, salinity
control, recreation, fish and wildlife, environment,
augmentation, etc.)
These shared non-power costs included in CRSP
rates should be based on a mill/kwhr charge
applied to CRSP firm energy sales:
The sum of annual Q,M,&R should be fixed, with escalation
limited by appropriate cost indices, and with provision for
major capital improvements.

.
