Board Meeting--
Central Utah Project legislation

References

Please find enclosed my July 25 letter to the delegation
and Governor Romer's August 2 letter to Congressman Udall.

Status of Leqislation

Due to opposition from every quarter and both sides of the
aisle. the only thing which Utah was able to get out of the
House Interior and Insular Affairs Committee on August 10 was
an increase in the CRSP ceiling in an amount sufficient to
enable construction to proceed through FY 1990 on the M&I
features of the Bonneville Unit. Central Utah Project. Fish
and wildlife mitigation measures were limited to those already
scheduled by the Bureau of Reclamation pursuant to section 8
of the 1956 CRSP Act. Since this drastically reduced bill did
not alter the manner in which power revenues are used and did
not alter section 8 fish and wildlife mitigation measures. I
advised our delegation that it was acceptable to us.

It is my understanding that the Utah senators will now
seek to run the same bill in the Senate as the House Committee
has reported out. I have advised our senators that I have no
objections to this.

Status of Neqotiations

Congressman Udall has made it clear that he will not
entertain a bill of the scope originally proposed by the
Central Utah Water Conservancy District until CRSP power
customers. the Upper Division states. and environmental
interests have had an opportunity to try to negotiate a
consensus bill. In turn. the Central Utah Water Conservancy
District now takes the position that this must be done by
mid-January. 1989. I have agreed to make a good faith effort
to accomplish this.

7911E
