<br />Employment of modern technology <br />Equitable distribution of costs and benefits for drought <br />insurance for agriculture and cities <br />Drought preparedness plans (emergency plans) <br /> <br />. <br /> <br />The state's Division of Disaster Emergency Services (DODES) <br /> <br />has promulgated a drought preparedness emergency plan which <br /> <br />directs how state agency resources will be mobilized and <br /> <br />utilized in the event of a drought. That plan was prepared <br /> <br />after the 1977 drought, is one of the best and most complete <br /> <br /> <br />drought preparedness plans in the United States, and has served <br /> <br /> <br />as the basis for the model state drought preparedness plan <br /> <br />which has been prepared by the Western States Water Council. <br /> <br />The Board is not aware of any need to further study Colorado's <br /> <br /> <br />drought preparedness efforts. <br /> <br />. <br /> <br />With respect to the other issues under this category, the <br /> <br />Board does not believe they present pressing matters of <br /> <br />concern. There are innumerable ways, both formally and <br /> <br /> <br />informally, in which water users can and do cooperate in <br /> <br /> <br />Sharing supplies during periOdS of drought. More importantly, <br /> <br /> <br />a fundamental purpose of our prior appropriation system is to <br /> <br /> <br />allocate what is always a relatively scarce resource, with <br /> <br /> <br />occasional droughts being but a particularly poignant example <br /> <br />of the scarcity of water in Colorado. Thus, the Board is of <br /> <br />the opinion that there are not any urgent pOlicy issues with <br /> <br /> <br />respect to drought management which require immediate attention. <br /> <br />. <br /> <br />-2- <br />
