<br />R <br /> <br />. <br /> <br />GREAT OUTDOORS <br />COLORADO <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Local Government Committee <br /> <br />FROM: <br /> <br />Diane Gansauer, Deputy Director <br />Wally Piccone, Senior Program Manager, Local Government <br /> <br />DATE: <br /> <br />October 14, 2005 <br /> <br />RE: <br /> <br />Discussion of White water Parks <br /> <br />The GOCO Local Government Committee will meet on November 9, 2005 at the Lone Tree <br />Recreation Center, 10249 Ridgegate Cr. At 9:00a.m. for discussion on whitewater parks. See <br />attachment for directions or call 303-708-3500. <br /> <br />. <br /> <br />Whitewater park projects are eligible for funding within GOCO's Local Government purpose. <br />They are a popular fonn of outdoor recreation in this state. The GOCO Constitutional <br />Amendment states that GOCO cannot impact water laws, but does not provide any other <br />guidance on an appropriate role for GOCO in this popular outdoor recreation activity. <br /> <br />There has been an increase in the number of applications received by GOCO for whitewater park <br />projects, and it is apparent there will be more submitted in future grant cycles. <br /> <br />The questions that statT has raised about these proj ects do not pertain to their eligibility for <br />funding, but rather to requirements and conditions: "What requirements should GOCO have for <br />whitewater parklkayak course applications, so that if funded these projects meet general local <br />government policies? If funding is recommended, are there additional general conditions that <br />should be imposed on grants for projects of this type prior to the distribution of grant funds?" <br /> <br />GOCO has had one meeting to discuss this topic with stakeholders, and has held one discussion <br />with the Board. StatT attended the Whitewater Course and Parks 2005: Enhancing <br />Communities, conference in Glenwood Springs on October 5th and 61h to obtain additional <br />information and to meet attendees. Additional discussions will be held with the public and the <br />Board, taking previous input into consideration as options are presented for further discussion. <br /> <br />. <br /> <br />Options proDosed bv staff for continued discussion with stakeholders: <br /> <br />70 <br />
