Seotember 30. 2005 <br />Pursuant to the National Environmental Policy Act (NEP A), Reclamation proposes to conduct public <br />scoping meetings and prepare an environmental impact statement (EIS) for the development of Lower <br />Colorado River Basin Shortage Guidelines and Coordinated Management Strategies for Operation of <br />Lake Powell and Lake Mead Under Low Reservoir Conditions. The Secretary of the Interior <br />(Secretary) has directed Reclamation to develop additional Colorado River management strategies to <br />address operations of Lake Powell and Lake Mead under low reservoir conditions. The proposed <br />action is to develop these guidelines and strategies. Through the NEP A process initiated by this <br />Federal Register notice, Reclamation is considering development of: (I) Specific guidelines that will <br />identifY those circumstances under which the Department of the Interior (DOl) would reduce annual <br />water deliveries from Lake Mead to the Lower Basin States below the 7.5 million acre-feet (mat) <br />Lower Basin apportionment and the manner in which those deliveries would be reduced, and (2) <br />coordinated management strategies for the operation of Lake Powell and Lake Mead. Alternatives to <br />be analyzed in the EIS have not been developed at this time and will be developed through the NEP A <br />process, including through the upcoming EIS scoping meetings. Four public meetings will be held to <br />solicit comments on the scope of specific shortage guidelines and other coordinated management <br />strategies and the issues and altematives that should be analyzed. Oral and written comments will be <br />accepted at the public meetings to be held at the following locations: November I, 2005 in Salt Lake <br />City, Utah; November 2, 2005 in Denver, Colorado; November 3, 2005 in Phoenix, Arizona; and <br />November 8, 2005 in Henderson, Nevada. AulZUSt 15.2005. <br />Western gives notice the Deputy Secretary of Energy confmned and approved Rate Order No. WAPA- <br />117 and Rate Schedule SLIP-F8, placing finn power rates for the Salt Lake City Area Integrated <br />Projects (SLCAJIP) of Western into effect on an interim basis. The provisional rates will be in effect <br />until the Federal Energy Regulatory Commission (FERC) confinns, approves and places them into <br />effect on a final basis or until they are replaced by other rates. The provisional rates will provide <br />sufficient revenue to pay all annual costs, including interest expense and repayment of power <br />investment and irrigation aid, within the allowable periods. October 6. 2005 <br />FERC gives notice that Garkane Energy Cooperative, Inc. filed an application for new major license <br />for its Boulder Creek Hydroelectric Project on Boulder Creek about 6 miles north ofthe town of <br />Boulder in Garfield County, Utah. About 29.6 acres are located on the Dixie National Forest. The <br />deadline for filing motions to intervene and protests, comments and final recommendations, terms and <br />conditions and prescriptions is 60 days from the issuance of this notice; reply comments are due 105 <br />days from the issuance date of this notice. <br /> <br />7 <br />
