Currently the cost of treated outside \ei <br />irrigation water for Town residents is $2.40 to $3.00 per thousand gal1ons. Through a Franchise <br />Agreement, DWCD will make available up 300 acre-feet of its municipal and industrial (M & I) water to <br />meet the needs of the Town, and will construct and operate a secondary water delivery system. The <br />system wil1 include a new pumping plant to deliver up to 2 cfs, a 5 to 10 acre-foot terminal storage <br />reservoir, 32,000 feet of delivery pipeline (10".8660 feet, 8"-7480 feet, 6"- :16,480 feet) and 307 <br />individual taps with water meters (Y. to I-inch capacity) for supplying up to 10 gallons per minute per <br />household. With the new systems outside irrigation can be provided at about $1.26 per 1000 gallons, <br />including annual operation and maintenance. The project will be paid for by tap fees, and a total of 307 <br />taps are required to generate enough revenue to fully repay the project cost. Thc project is being <br />constructed in-kind by the Dolores Water Conservancy District and is currently under construction. The <br />project is anticipated to be complete by falVwinter of 2005/06 and is approximately 65% complete. <br /> <br />21. The proposed project, <br />located_approximately 2miles southeast of Carter Lake would include construction of a 5,200 acre. foot <br />reservoir, including a 40.foot high earthen dam with an emergericy spillway and 6utletworks. <br />Construction wil1 also include converting an existing 20-inch treated line to a raw water delivery line that <br />will connect from the Filter Plant at Carter Lake to the new reservoir and the construction of a 5000 GPM . <br />pump station. This $10,500,000 project is currently under design and in the process of obtaining . ,; <br />necessary permits and approvals. Project construction may be spring of200S/06 depending on level of <br />EP A requirements and approvals. Final design plans were submitted to the SEO Office in January of <br />2005 and is schedule for approval by July of 2005. The project scope has recently changed to increase <br />the reservoir capacity from 5,500 acre-feet to 8,900 acre-feet. At the September 2005 Board Meeting the <br />Board approved an additional loan to the District in the amount of $4,994,955, for a total combined loan <br />amount for the project of under $9,000,000. <br /> <br />22. The Pine River Bayfield Ditch is a lateral extending off of the Schroder Ditch and is a <br />carrier ditch for shareholders owning Pine River water rights and Pine River Irrigation District water <br />shares (Vallecito Reservoir). The PRBDC headgate is located east ofthe Town of Bay field, above <br />Beaver Creek. From the headgate, the ditch flows through a concrete flume and into the Beaver Creek <br />siphon, a 32-inch diameter steel pipe siphon, 2300 feet in length, dropping an estimated 100 feet in <br />elevation, as it runs under Beaver Creek. The current siphon was built in 1955-1957, with a design life of <br />30 years, and is in deteriorated condition. The steel has oxidized to the point where the pipe walls have <br />thinned in many places beyond repair. A new 30-inch PVC pipe, designed by the Durango NRCS Office <br />to carry 37 cfs, will replace the existing siphon. NRCS has completed the design and the project was bid . <br />in October of 2004.
