<br />water rights after they are transferred to the CWCB. Wayne Schieldt suggested that if the <br />CWCB seeks to change the power company water right, it may be best to include the <br />consumptive Johnson Ditch water rights at the same time. <br />o Commissioner Alan Belt suggested that the options set out in the Leonard Rice <br />Engineers' study might be viewed 118 templates for use in discussions, and that final <br />options could be a combination of the options presented. CWCB Member Don Schwindt <br />asked the attendees to think about local water needs the CWCB could consider. asking <br />"What is best for the citizens?" and that the CWCB members seek community input. <br />o Ed Armbruster said that if the water rights are not put to beneficial use, their <br />values/amount could diminish over time. Dan Merriman asked how the water rights <br />could be used to benefit the communities. Possibilities for power generation were <br />discussed and led to a suggestion that the CWCB's non-consumptive water rights could <br />be used to produce power for the "Uravan Park" (the baseball field near the mouth of <br />Tabeguache Creek), and this led to further discussion of possibly using Trust water rights <br />from the Tabeguache wells to irrigate the baseball field. Milton Derrick said he would <br />check with Umetco to see if the water could be made available for such purposes. Dan <br />Merriman agreed that such use would also help prevent a diminishment of the value the <br />Tabeguache water well rights. <br />o Greg Hoskin suggested a scenario whereby, under an "Interruptible Agreement", the <br />Trust would make the Taheguache water available for irrigation at the baseball field, with <br />Umetco'sstatement of agreement that it wouldn't need the Tabeguache water rights all of <br />the time, but would have the priority right to use the water ifnecessary,from time to <br />time, for remedial work. <br />o At 4 PM, Dan Merriman suggested adjouming the meeting and said another meeting <br />would be planned, possibly in February of 2006, to schedule work with the Bureau of <br />Land Management and/or Colorado Division of Wildlife to gather biologic information <br />on the river from Horsefly Creek to Uravan to assess instream flow needs on the San <br />Miguel River. The CWCB staffwlI8 encouraged by the potential for community support <br />for the appropriation of new instream flow water rights in lieu of changing the acquired <br />water rights to instream flow use. <br />o Milton Derrick reiterated that he would speak with Umetco's management to determine if <br />water from the Tabeguache wells might be available to irrigate the baseball field <br />upstream from Uravan. <br /> <br />o The meeting adjourned shortly after 4 pm. <br /> <br />40 <br /> <br />. <br /> <br />. <br /> <br />'. <br />
