Platte River Basla

.

Field Narrows OR Water OptlORS: On Oct .10 Reclamation has released an Alternatives Report for the
Windy Gap Firming Project. The report lists four possible reservoir sites for storing the water as well as a
no-action option. Project managers with the Northern Colorado Water Conservancy District said they
continue to favor the proposed Chimney Hollow Reservoir southwest of Loveland.

Cherry Creek PMF Study: State Senate resolution 99-023 required the CWCB to lead an effort to
resolve issues between the U.S. Army Corps of Engineers, Douglas County, Arapahoe County,
Greenwood Village, and Aurora. A 1995 National Weather Service Site-Specific Probable Maximum
Precipitation (PMP) Study and resulting recommendation called for expensive improvements at Cherry
Creek Dam and Reservoir. In 2003 Applied Weather Associates <A W A) of Monument, Colorado was
under contract from the CWCB and the four entities. A W A completed an independent review of the
National Weather Service's 1995 Probable Maximum Precipitation Study and came up with regional
estimates for PMP values to be used for Cherry Creek Reservoir. A quick synopsis of the A W A Study
findings was that 24-hour basin average precipitation values were 25% lower and 30% lower for the 72-
hour values. This is similar to other site-specific PMP studies along the Front Range. A series of
correspondence between the CWCB and the Corps of Engineers developed the next steps. The plan is to
have a Corps run Probable Maximum Flood Study using the 2003 A W A Study PMP values. The Corps
in a letter from Colonel Bedey stated that they would not proceed on Cherry Creek PMF until they
received letters from Congressmen Hefley and Taneredo. On October 3 a letter signed by Rod Kuharich
and former Greenwood Village City Council Member Doug Morris was sent to Congressmen Hefley and
Tancredo requesting that they consider grilriting the Corps lipproval to move forward; The memo statea
and staff anticipates that the Corps will reactivate the Cherry Creek advisory committee, meet regularly .
during the PMF study, and then ultimately formulate dam safety alternatives and recommendations
cooperatively. Staff will keep the board updated as the Cherry Creek PMF Study process develops.

Offtclals Meeting to Discuss Keeping Cherry Creek Cleaa: Governments, developers and others seem
willing to do what they can to stem the flow of pollutants into Cherry Creek. The watershed stretches SO
miles southeast from the creek's confluence with the South Platte River in Denver.

Mayor AppolDts PeDfteld Tate to Water Board: Mayor John Hickenlooper has appointed lawyer and
fonner state legislator Penfield Tate ill to the Denver Water Board, filling the position vacated by
Richard A. Kirk. Denver Water's board commissioners are responsible for ensuring a continuous supply
of water to the City and County of Denver and many surrounding suburbs. The board makes policy and
procedure decisions regarding water collection, storage, quality control, distribution, conservation and
pricing.

Tate, a partner in the law fmn of Trimble, Tate, Nulan & Evans, was the executive director of the
Colorado Department of Personnel & Administration, served as co-chair of the Mayor's Task Force on
Police in 2004, and currently is Denver co-chair for Yes on C & D.

Speaking to the Rocky Moun/ain News after his appointment, Tate said, "Water is a huge issue, not just
for the city and county of Denver, but for the whole state of Colorado." He added that the Water Board
must concentrate on three issues: "conservation, rate making, and how we work with the rest of the state."
The Denver Water Board is composed of five commissioners, appointed by the Mayor, who serve
staggered six-year terms.

Denver Water Hosts Presentatloa on Stream Habitat Restoration: On Oct. 25, Colleen Williams,
Director of the James Creek Watershed Initiative, presented an overview ofthe project. The James Creek

.

24
