<br />Colorado River Status Report: Colorado River Water Use: As of Oct. I, stomge in the four major
<br />Upper Basin reservoirs decreased by 202,900 acre.feet and stomge in the lower Basin reservoirs
<br />decreased by 1,518,900 acre-feet during September. Total system active stomge as of October 5 was
<br />34.878 million acre-feet (MAF), or 59 percent of capacity, which is 5.048 MAF more than one year ago.

<br />The preliminary end-of.year measure for 2004 California agricultural consumptive use of Co 10m do River
<br />water under the fint three priorities and the sixth priority of the 1931 California Seve/l Party Agreeme/lt
<br />was reported as 3.524 MAF. Tmcking of use in 2005 is shown below through October I, with forecasted
<br />uses at the end of 2005 of approximately 3.451 MAF. The target under the Interim Surplus Guidelines
<br />(ISG) for the end of 2003 was 3.740 MAF, and the target for 2006 is 3.640 MAF, thus Califomia is in
<br />substantial compliance with the ISG.

<br />Southern Nevada Water Authority - Virgin and Muddy Creek P1pellne:_As previously noted, the
<br />. Southern Nevada Authority (SNW A) has applied to the Bureau of land Management (BLM) for the
<br />needed rights-of-way to construct and opemte water supply facilities to divert existing water rights held
<br />by SNW A from the Muddy and Virgin Rivers. The proposed project would divert apProximately 71,000
<br />acre-feet per year from the Virgin River and up to an additional II ,000 acre-feet from the Muddy River.
<br />The BlM's actions conceming this application are subject to NEPA compliance and an EIS is being
<br />prepared. The "Notice of Intent" was published on April II, 2005 and the CWCB commented on the
<br />"law of the River" issues as part of the public scoping process on 1uly 29,2005. The public scoping
<br />process was completed on August 1, 2005 and we understand that the scoping report has now been
<br />completed, and we have requested a copy of that report. Proposed alternatives will include alternative
<br />alignments and facility locations, diversion methods and locations, and smaller facilities to lessen the .
<br />impacts to river flows. It is anticipated that the environmental review process will be completed in 2006
<br />but a rum schedule has apparently not yet been announced.
