<br />e <br /> <br />e <br /> <br />e <br /> <br />.. .~ <br /> <br />. ~. <br /> <br />"~ . <br /> <br />RESOLUTION <br />OF <br />UPPER COLORADO RIVER COMMISSION <br /> <br />RE: "UPPER COLORADO REVER BASIN YIELD STUDY-- <br />HYDROLOGIC DETERMINATION" <br /> <br />WHEREAS, the Upper Colorado River Commission supports water resource <br />development in the Upper Colorado River Basin to enable the Upper Division <br />States to fully develop their compac.t apportionments of Colorado River water <br />while meeting their compact water delivery requirements at Lee Ferry; and <br /> <br />WHEREAS, it is the position of the Upper Colorado River Commission and <br />the lIpper Division States that ",ith the delivery at Lee Ferry of 75 million <br />acre-feet of ",ater in each period of ten consecutive years, the water supply <br />available in the Colorado River System below Lee Ferry is sufficient to meet <br />the apportionments to the Lower Basin provided for in Article III (a) and (b). <br />of the Colorado River Compact and the entire Mexican Water Treaty delivery <br />obligation; and <br /> <br />WHEREAS, the Upper Colorado River Commission and the Upper Division <br />States will call upon app.ropriate authorities to take all actions necessary <br />to ensure that all States have access to their respective apportionments as <br />specified in the Upper Colorado River Basin Compact: <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Upper Colorado River Commission <br />at its Special Meeting in Denver, Colorado, on June 2, 1987, that while the ./~ <br />Commission does not endorse the projections of depletions, the studyassump- !: JPl.6!f'" <br />tions or the analytical methodologies, particularly the assumption of a ~ <br />minimum Upper Basin delivery of 8.23 million acre-feet annually at Lees <br />Ferry, contained in the "Upper Colorado River Basin Yield Study--Hydrologic <br />Determination" as .transmitted by letter dated March 9, 1987, from the Upper <br />Colorado Region of the Bureau of Reclamol.tion, the Co_ission would not <br />obj ect to a determination by the' Bureau that the Upper Basin yield is at <br />least 6.0 million acre-feet annually, r;l.ther than 5.8 million acre-feet as <br />previously determined. <br /> <br />BE IT FURTHER RESOLVED that the COmmission encourages the Bureau of <br />Reclamation to redetermine the amount of water available for contract from <br />the Navajo Reservoir supply based on an Upper Basin yield of 6.0 million <br />acre-feet annually. <br /> <br />BE IT.FURTHER RESOLVED that the Commission is not, at this time, taking <br />any position on the amount of water which is reasonably likely to be avail- <br />able from any given Federal reservoir for long-cerm wate4 service contracts <br />without causing an Upper Division State to exceed its compact apportionment <br />based upon a determination by the Bureau of Reclamation thae the Upper Basin <br />yield is at least 6.0 million acre-feet annually. <br />
