<br /> <br />It was moved by Judge 0 'Rourke, seconded by Mr. Aspinall that the <br />minutes of the meeting of May 19 and 20, 1938, a copy of Whioh had been <br />furnished to each member of the Board, be approved. Motion duly passed. <br /> <br /> <br />Disoussion followed concerning the study and drafting of legislation <br />which in the opinion of the Board should be Gubmitted for consideration of the <br />state Legislature at the next session. It was pointed out that the Act creating <br />the Colorado Water Conservation Board charged that Board and its officers with <br />the duty of studying and submitting for consideration of interested parties <br />and the Legislature, legislation covering irrigation and water development. <br /> <br />The question of the printing of the biennial report of the State <br />Engineer came up ,for discussion and it was explained that en effort was <br />still being made tosecl,U'e the $1200 ..from the printing fund; that Mr. <br />Jankovsky, Purchasing Agent, had submitted the question to the Attorney <br />General; and that the matter could not be settled until en opinion came from <br />the Attorney General's Office. Mr. Hinderlider stated that he was anxious <br />to ge-t a decision on the matter since it had been more than a year since the <br />motion adopted by this 'Board had been passed., Mr. Foster suggested that the <br />allocation to the Planning Conunission for the printing of the water resources <br />repo:;t might be used to publish Mr. Hinderlider's report and funds then be <br />made available to the'Planning Commission from the printing fund'for <br />publication of the State Engineer's Report. <br /> <br />It was moved by Judge O'Rourke and seconded by Mr. Foster that <br />the matter of printing the 1935-1936 report of the State Engineer be referred <br />to Clifford H. Stone as Counsel for the Board. with authori-ty to make such <br />arrangements as wi 11 assure the printing of the report. After discussion <br />the motion was duly passed. <br /> <br />Discussion followed c'oncerning the rules of procedure of the <br />Board and the matter of time of holding meetings. It was also suggested -that <br />an agenda for each meeting be sent in 'advance. <br /> <br />It was move.! by, Mr. Dille and secondelL by Miss Pointer that the <br />Board hold regularlilleeting,s beginning in January 1939, and have such special <br />meetings as the GOvernor may deem proper and for Which a call is made by him.
