For all of <br />the alternatives 2.A.- D., attempting a legislative fix when there is no demonstrable problem is <br />dangerous in that there may be unintended consequences. <br /> <br />The bottom line is that the current system of statutes, case law, and water court <br />processes is working, both to recognize' new beneficial uses and to limit such uses so they are <br />capable of administration and do not interfere with the Board's instream flow program.
