<br />. <br /> <br />. <br /> <br />. <br /> <br />FY 2001 Recommended Programs <br /> <br />1. Recovery Programs for the Endangered Fish of the Upper Colorado and San Juan River <br />Basin: $3,259,000.00. <br /> <br />This program is directed primarily toward the recovery of the pike minnow, humpback chub, <br />bony tail chub, and razorback sucker in the Upper Colorado River and San Juan River basins <br />while allowing water development activities to proceed in accordance with state law and <br />interstate compacts. Recovery Program activities eligible for funding are drawn from the <br />Recovery Program's Action Plan and state activities that are consistent with the Recovery Action <br />Plan. These activities have included: <br /> <br />· the removal of non-nati ve fish from floodplain ponds; <br />· landowner incentives to manage ponds without warm-water species (such as through leases, <br />short-term payments and trout stocking); <br />. and, the screening and berming of ponds to prevent warm-water fish escapement. <br /> <br />Funding from the Species Conservation Trust Fund leverages additional funds available from <br />Reclamation and the states of Wyoming, Utah and New Mexico (see information about the <br />passage of the Long-term Funding Legislation in the Director's Report). <br /> <br />Conclusion <br /> <br />I am recommending that you approve the above request so that I can forward it to the <br />Executive Director. In the meantime, I will work closely with those involved in the program to <br />ensure the funds are expended in accordance with our obligations and state and local needs. For <br />example, it is expected that a portion of this money will be spent to expand Elkhead Reservoir in <br />the Yampa River Basin in accordance with the Yampa River Plan being developed by local <br />stakeholders (see Director's report under Yampa River Basin for more information). If we or the <br />Division of Wildlife have additional, or amended, proposals after further consultations we will <br />present those to you in January. <br /> <br />Attachments <br /> <br />A spreadsheet with some funding breakdowns and copies of authorizing legislation, past <br />resolutions authorizing fund expenditures, and the legislation providing more capital for the fund <br />are attached for your information. <br />
