Evans <br />Acting Director, eweB <br /> <br />TO: <br /> <br />Members, CWCB <br /> <br />FROM: <br /> <br />Dan Merriman <br />Greg Espegren <br /> <br />DATE: <br /> <br />November 17,1998 <br /> <br />SUBJECT: <br /> <br />Agenda Item 8d, November 23-24,1998, Board Meeting <br />Instream Flow Program - Infonllational Items <br />Staff's Report on "Evaluation of the Standards and Methods Used for <br />Quantifying Instream Flows in Colorado" <br /> <br />One of the objectives that appeared under Goal 3, "Environmental Conflict Resolution", of <br />the CWCB's "Long Range Plan 1994-1999" was the evaluation of the need for new standards and <br />methods for quantification of instream flows and natural lake levels. The CWCB staff submits the <br />attached report for the Board's consideration in fulfillment of that objective. <br /> <br />Another objective of Goal 3 was to establish an Instream Flow Advisory Committee ("ISF <br />Subcommittee"). The purpose of the ISF Subcommittee was to identify significant public concerns <br />and provide strategies for resolving those concerns. The methodologies utilized by the CWCB to <br />quantify instream flows was also one of the major topics raised during the ISF Subcommittee <br />process. This report also identifies some of the concerns identified by the Subcommittee participants <br />and presents strategies to address them in partial fulfillment of this second Long Range Plan <br />objective. <br /> <br />The report has been reviewed by the Colorado Division of Wildlife and their comments have <br />been incorporated. <br /> <br />Staff Recommendation <br />Staff recommends that the Board review the report and, if acceptable, <br />I) authorize staff to release the report to the ISF Subcommittee participants and <br />the general public for comments, and <br />2) instruct staff to report on the public's comments at the Board's March 1999 <br />meeting. <br /> <br />Attachment: Board Members and Staff Only <br />
