Quantification of reserved water rights for BIack Canyon ofthe Gunnison NationaI <br />Park, <br /> <br />We are continuing to confer with objectors about conditions the CWCB and other state <br />objectors would require for agreeing to a stay of proceedings requested by the United States. <br />The purpose of such a stay would be to engage in settlement negotiations. The Water users want <br />to set up a negotiating team to participate in settlement negotiations (assuming they occur). The <br />team would include water users from both the east and west slopes. We agreed that negotiations <br />will also have to include the enviromnental groups who filed statements of opposition, but that <br />their interests are probably too different from ours to be on the same team, Although the Board <br />has previously done so, the Board may wish to discuss again in executive session the . . <br />conditions that the Board would require in return for agreeing to a stay ofproceedings <br />requested by the United States. <br /> <br />. <br /> <br />I The format of this AG's Report is different from recent reports, Text concerning previously reported matters will <br />usually contain only information on recent developments rather than repeating background information; new <br />material and updates to previously reported matters no longer appear in bold type, Instead, material to which we <br />wish to call special attention appears in bold italics, and any new matters are specifically identified as [NEW], <br />
