On June 3'" the Board reviewed the <br />fmdings of the survey and made the following programmatic changes and/or conunents: <br /> <br />1. For the DWRF and WPCRF Programs: <br /> <br />. Staff should pursue revising the Authority's statute to change. one of the <br />"p]anning" Board positions to one that would have experience in "pub]ic <br />health issues and/or water quality matters." <br />. Staff should develop a disadvantaged communities program for the <br />WPCRF. <br />. Direct loans should be increased from $] million to $2 million for both <br />programs. <br />. Board shall review the disadvantaged conununities programs in early 2007 <br />to determine if modifications are necessary. <br />. Board will continue to review the programs to make modifications to <br />address changing needs. <br />. Support shall be given to assist the Water Quality Control Division in <br />seeking grant funds from the legislature. <br />. Staff should examine the availability of program funds to increase grants <br />for planning and design assistance and other purposes. <br /> <br />2. For the Small Water and Water Revenue Programs: <br /> <br />. Staff shou]dreview the costs of issuance subsidy being provided and report <br />to the Board's Program Review Committee. <br />. Outside of the costs of issuance subsidies, grants are not appropriate for <br />these programs. <br />.
