Past ~xperienoe has shown that suoh develop- <br />ment is subjeot to material damage or destruotion by floods of relatively <br />small magnitude. Furthermore, much of suoh development is in an area where <br />drainage will be a serious factor and where the bore tides from the Gulf of <br />California, reaching a height of as muoh as 27 feet, are a faotor. Prior to <br />control by Boulder Dam, the major portion of all of the lower area was flood- <br />ed for several months eaoh year. <br /> <br />From deep wells put down in past years at several points, there are in- <br />dications of a body of ground water underlying a major part of the central <br />delta region in Mexioo. The possibilities of developing suoh ground water as <br />a supplemental supply for irrigation should be investigated and considered in <br />any treaty with Mexioo. <br /> <br />Mexioo has reoently installed a oheck, near the head end of the Alamo <br />Canal, and fro:n that point is constructing new oanals and enlarging existing, <br />oanals. It is known that the National Irrigation Commission of Mexico is OOn- <br />templating the irrigation of some 200,000 acres of additional land and a <br />drainage system for the old as well as new lands together with a system of <br />roads throughout these areas. ) <br /> <br />Respeotfully submitted, <br /> <br />R. No treaty n~' exists. <br /> <br />II. <br /> <br />Question: "In the exercise of the treaty-making power, what are the <br />applicable principles of international law?" <br />
