.

.

.

ATTACHMENT A

Working with interest groups around the state, the CWCB will continue ongoing implementation of
SWSI. A general overview of potential scope of work tasks is summarized below.

1. Working with basin stakeholders, develop more specific options and alternatives for
addressing Colorado's 20 percent unmet future water needs

2. Develop a mechanism to track, monitor, and facilitate the successful implementation of the
identified projects or planning processes that are intended to meet 80 percent of Colorado's
future water needs

3. Further discuss, evaluate, and delineate important environmental and recreational resource
areas and management issues

4. Refining estimates and impacts to agricultural lands that may be anticipated due to
agricultural to urban water transfers

5. Develop reporting mechanisms that will allow Colorado to better estimate water use and
levels of water conservation

6. Working with interest groups and the CWCB, move from concept level solutions to more
detailed solutions for implementation. Examples include: identifying potential pilot projects
for multiuse projects that could benefit agriculture, the environment, and municipal users;
address areas of non-sustainable water use; address water short areas including headwater
areas; identify new funding options to address unmet water needs; seek greater consensus on
developable water under compact and decrees; identify possible options and mechanisms for
non-permanent transfers of water from agriculture to urban use; identify so called "smart
storage" projects such as identification of specific rehabilitation projects to addressing water
storage restrictions, more effective utilization of eXIsting storage projects, and potential
enlargements of existing storage projects

7. Working with the CWCB, begin incorporation ofSWSI Recommendations into CWCB's
Strategic Plan.
