<br /> <br />After consideration of'the proposed budget and a general <br />discussion, it was moved by Mr. Nelson and seconded by Mr. Pughe <br />that the foregoing budget of the Colorado Water Conservation Board <br />for the biennium 1945-1947, as' presented by the Director of this <br />Board, be approved and that he be authorized to submit the s~e <br />to the State Budget ar,d Efficiency Carnmissioner. <br /> <br />The motion was unanimously carried and declared adopted. <br /> <br />Director Stone reported on the Six States Committee (Arizona, Colo- <br />rado, New Mexico, Texas, Utah and Wyoming) which had been formed to support <br />ratifioati on of the proposed treaty between the United States and Mexico <br />respecting the waters of the Colorado and Tijuana rivers and the Rio Grande. <br />He explained that at the last meeting of the Board a motion had been passed <br />authorizing that Colorado oontribute an amount not to exceed $2,500 to this <br />carnmittee; and he stated that it now appears that it will be necessary for <br />Colorado to increase this amount. <br /> <br />,,_",'0'" <br />i , , ,. ._, ~ " ~-- r <br />It was rc.oved by Mr. Dille and seconded by M~.;'Nelsori that. <br />the Board authorize expenditure of $3,000 ($500 in,'eXcess of the. There tr.en cane up for discussion the initiation of compact nego- <br />tiations between the State of Colorado and the State of Kansas respecting <br />the releases of water from the John Martin Reservoir. The Director explained <br />that legislation was pending in Congress to grant the consent of Congress to <br />the making of such a compact and the designation of a Federal representative <br />on the compact commission; and that it would be ne'cessary for the two states <br />to appoint compact commissioners. The Director further explained that he <br />had urged upon the Governor that this matter was of such importance that it <br />should be handled by three cormnissi oners representing Colorado. <br /> <br />The Director reported that a compact between the state of Colorado <br />and the State of New Mexico respecting the waters of Costilla Creek had been <br />negotiated on September 30, 1944, by him, representing Colorado, and, <br />Thomas M. McClure representing New Mexico; and he further stated that the <br />rr.atter of the ratification of the compact by Colorado would be submitted at <br />the next session of the Colorado Legislature. <br /> <br />Mr, Tipton made an explanation of the engineering phases of the <br />Costilla Creek Compact. <br /> <br />A motion was made by Mr. Dille and seconded by Mr. Bailey <br />that the Colorado Water Conservation Board approve the Costilla <br />Creek Compact, negotiated by Commissioners for the states of <br />Colorado and New Mexico on September 30, 1944 and that the General <br />Assembly of Colorado and the Congresa.of the United States be <br />urged to ratify and approve the compact. <br />
