Similarly, the States find it difficult to <br />prepare comprehensive comments without knowing the Working Group's true intent and without <br />being provided with a description of the problem the report was meant to address. <br /> <br />Given the importance and complexity of the issues addressed in the draft report, the Western <br />States urge the Working Group to adopt a collaborative approach to addressing these issues. Under <br />such an approach, the Working Group will need to initiate communication with all affected parties, <br />including the Western States, the Fish and Wildlife Service and other federal agencies, water users, <br />and the Tribes. The Interior Department has been discussing the issues underlying the draft report <br />with various Tribes for the past few years.
