Agenda Item 14, May 21-22, 2001- Board Meeting <br />Stream and Lake Protectioll - ewe>> Instream Flow Quantification Policy <br /> <br />Attached, please find a draft document entitled "CWCB Instream Flow Quantification Policy". This <br />policy provides the public with a greater level of certainty regarding the lnstream Flow (ISF) <br />quantification methods relied upon by the Board to develop biologic ISF recommendations. The <br />policy indicates that the Board will rely upon the single or multiple transect R2CROSS methodology <br />to provide "reasonable preservation of the natural enviroument" (~37-92.102(3)) on streams with <br />coldwater fisheries. The policy also states that the Board will consider providing a greater, or lesser, <br />level of protection than the amolUlt afforded by the single or multiple transect R2CROSS <br />methodology on stream reaches where significant evidence warrants a different level of protection. <br />Lastly, the policy indicates that the Board will continue to evaluate ISF recommendations on cool <br />and wann water stream reaches on a case-by-case basis. . <br /> <br />Staff recommends that the Board: <br />1) Provide an opportunity for the public to comment orally at this time; <br />2) Provide'an opportunity for the public to comment in writing through July 1, 2001; and <br />3) Direct staff to bring written comments from the public and a final staff recommendation <br />to the Board for its consideration at the July 2001 Board meeting. <br /> <br />ISF Quantjt1clltlon .roUcy Cover Memo S ~ May 20aO.doc <br /> <br />Flood Protecrion .
