Stream and Lake Protectioll - ewe>> Instream Flow Quantification Policy

Attached, please find a draft document entitled "CWCB Instream Flow Quantification Policy". This
policy provides the public with a greater level of certainty regarding the lnstream Flow (ISF)
quantification methods relied upon by the Board to develop biologic ISF recommendations. The
policy indicates that the Board will rely upon the single or multiple transect R2CROSS methodology
to provide "reasonable preservation of the natural enviroument" (~37-92.102(3)) on streams with
coldwater fisheries. The policy also states that the Board will consider providing a greater, or lesser,
level of protection than the amolUlt afforded by the single or multiple transect R2CROSS
methodology on stream reaches where significant evidence warrants a different level of protection.
Lastly, the policy indicates that the Board will continue to evaluate ISF recommendations on cool
and wann water stream reaches on a case-by-case basis. .

Staff recommends that the Board:
1) Provide an opportunity for the public to comment orally at this time;
2) Provide'an opportunity for the public to comment in writing through July 1, 2001; and
3) Direct staff to bring written comments from the public and a final staff recommendation
to the Board for its consideration at the July 2001 Board meeting.
