Such protest was by letter of November 12, 1998 to the <br />Minimum Stream Flow Section of your office. A copy of that <br />letter is enclosed for your perusal. <br /> <br />Please enter this letter with its enclosure as a continuing <br />protest to your efforts to establish minimum flows, without any <br />effort on your part to provide such flows. The instream flow <br />limits are not necessary for the beneficial use of maintaining <br />fish populations and/or to preserve the natural environment to a <br />reasonable degree.
