<br />. <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />6 <br /> <br />below 1.0 part per billion (ppb). <br /> <br />Monitoring of selenium levels in the natural return flow channels to the San Juan <br />River (currently Ojo Amarillo and Gallegos Wash) will be monitored quarterly. <br /> <br />2. Water quality sampling in the San Juan River is described in the San Juan <br />River Recovery Implementation Program monitoring program. In addition, <br />sediment, periphyton, macroinvertebrates (by species), small fish and <br />flannelmouth sucker ovaries or eggs will be monitored from above Gallegos <br />Canyon to Bluff, Utah. In addition, non-lethal samples (muscle plugsl will be <br />collected from endangered fish on an opportunistic basis and with the approval <br />of the San Juan River Recovery Implementation Program Biology Committee. <br />Th"l sampling program will be designed to assess not only the main channel, but <br />typical/ow velocity habitats used by native fish, including backwaters, <br />secondary channels and tributary mouths. An initial sampling will take place in <br />2000 with subsequent sampling every 5 years or as determined in collaboration <br />with the Fish and Wildlife Service. The details of the plan will be developed in <br />concert with Fish and Wildlife Service staff. <br /> <br />3. Selenium monitoring will continue on the razorback sucker grow-out ponds. <br />They are currently sampled weekly for pH, dissolved oxygen, conductivity, and <br />temperature. They will be sampled quarterly for trace elements. <br /> <br />Prior to removing fish and stocking in the San Juan River, non-lethal (e.g. muscle <br />plug) samples will be collected from the juvenile razorback suckers. Sample size <br />and protocol will be developed with Fish and Wildlife Service and San Juan River <br />Recovery Implementation Program Biology Committee input. <br /> <br />The Bureau of Indian Affairs has committed to continued funding of and <br />participation in the San Juan River Recovery Implementation Program. <br /> <br />Based on the analysis of impacts provided by the Bureau of Indian Affairs during the <br />informal consultation that has occurred on this proposal, the determination that flows <br />recommended for the recovery of the endangered fish species will be met with the <br />depletions of this proposed action, and the commitments provided in the Bi%gical <br />Assessment, including the incorporation of recovery actions as integral project <br />elements of the proposed action, the Fish and Wildlife Service concurs with your <br />finding that the full completion of the Navajo Indian Irrigation Project, as described in <br />the June 11, 1999, Biological Assessment, may affect, but is not likely to adversely <br />affect the endangered southwestern willow flycatcher, Colorado pikeminnow, or <br />razorback sucker; nor is the project likely to result in adverse modification or destruction <br />of critical habitat designated in the San Juan River basin for the Colorado pikeminnow <br />or razorback sucker. <br /> <br />The Fish and Wildlife Service would like to thank you for your efforts on behalf of <br />endangered species in the San Juan Basin.
