The
requested loan increase is due to cost overruns incurred during construction and for additional items
added during construction.

BACKGROUND

At the March 2003 board meeting, the Colorado Water Conservation Board (CWCB) approved a
loan to the District in the amowlt of $1,000,000 from the Construction Fund. The $1,000,000 loan was for
the construction of a new relocated outlet channel, approximately 5 miles in length, allowing the Reservoir
Company to access the entire reservoir storage while also mitigating future sediment problems within the
new channel.

Lake Meredith is located in Crowley COWlty approximately 3 miles southeast of the Town of
Ordway. It has a capacity of 41,000 acre-feet and is filled by the Colorado Canal, which diverts water from
the Arkansas River. The reservoir is fonned by a natural depression, has a 30-ft high dam and is classified
as a Class 2 structure. Over time the existing 5-mile outlet channel from the reservoir has filled with
sediment and has created a 17,000 acre-foot dead pool that the Reservoir Company is not able to access.

Flood Protection.
