<br />225 <br /> <br />1 <br /> <br />I <br /> <br />5. The Director reported on the status of the operating principles of the <br />proposed Frying Pan-Arkansas project. He stated that after the Board, at its <br />meeting on June 16, 1950, approved the report of the Policy and Review Com- <br />mittee, 'Which included operating principles for the proposed Frying Pan-Arkansas <br />Project, such report was submitted to the Director of Region 7 of the Bureau of <br />Reclamation. These operating principles were included in the Regional <br />Director's report on the project. After a review qy the Commissioner of Recla- <br />mation and members of his legal staff, the Director was informed that these <br />Bureau officials desired to review the operating principles with him. Accord- <br />ingly, the Director and Jean S. Breitenstein, on October 22 and 23, conferred <br />wi th Bureau officials in WaShington. This conference was attended by members <br />of the legal staff of the Bureau of Reclamation and later by Commissioner Straus. <br />Certain changes in these principles, desired qy the Bureau of Reclamation, were <br />worked out in tentative form fo.r submission first to the members of the Policy <br />and Review Connnittee and later for approval qy the Colorado Water Conservation <br />Board. A memorandum on this subject, indicating the recommended changes, was <br />submitted to individual members of the Policy and Review Committee by the <br />Director and Mr. Breitenstein for study. It is proposed that an early date <br />there will be a meeting of the Policy and Review Gommdttee to discuss and <br />consider such changes and to decide upon further contacts with the Bureau of <br />Reclamation, in the event the recommended changes are not accepted by the Policy <br />and Review Committee. Any changes approved by the Policy and Review Committee, <br />in collaboration with the Bureau of Reclamation, will then be submitted for re- <br />view, consideration, and action of the Colorado Water Conservation Board. The <br />Board is not in a position to act upon this matter at the December 18 meeting, <br />but it is anticipated that a meeting will be called at an early date when the <br />Policy and Review Commit tee will be ready to submit its report and recommenda- <br />tions. <br /> <br />'I <br /> <br />6. <br />a feature of the authorized South Platte Flood Control Project, that in con- <br />formity with action of the Board, its staff since the last meeting of the Board <br />has held hearings at Brighton, Platteville, and Littleton on the proposed <br />changes in plans for storage of water in the Chatfield Reservoir for conserva- <br />tion purposes recommended by the Corps of Army Engineers and the Bureau of <br />Reclamation. One hundred and thirty-nine people attended these meetings. The <br />local interests, at these hearings, approved the recommendations of the Bureau <br />of Reclamation and the Army Engineers, subject to conditions set forth in a <br />resolution, a copy of 'Which was submitted to the Board members. <br /> <br />./' <br /> <br />The Director reported with respect to the Cr~tfield Reservoir, <br /> <br />I <br /> <br />7. The Director's report submitted a memorandum covering the status of <br />the Bureau of Reclamation report on the Colorado River Storage projects and <br />problems incident thereto which concern Colorado. He recommended the holding <br />of public hearings in Western Colorado on the proposed report, and procedure <br />for the preparation of the State's final official comments on this proposed <br />water development. Action on this matter appears elsewhere in these minutes. <br /> <br />8: The Director's report called attention to the wide-spread interest in <br />experimentation on artificial precipitation (rain-making). He called atten- <br />tion to the work of the special committee appointed by the Governor to study <br />the matter and urged that the subject is one of concern to the Colorado Water <br />Conservation Boaro. He reconnnended that the Board hold a meeting early in <br />January when this subject may be discussed, at a time when the members of the <br />General Assembly may be present. Action on this matter appears elsewhere in <br />the minutes. <br />
