Gordon Weller, Secretary of the Meeker Chamber of Commerce, ex- <br />tended an invitation that one of them be held at Meeker and urged that that <br />was an appropriate place where all matters concerning the Echo Park unit of <br />.the Colorado River Storage Project might be considered. <br /> <br />It was moved by Judge Hughes and seconded by Mr. Cross ' <br />that a series of .hearings on the West Slope be authorized by <br />the Board, the dates to be deCided upon when the Colorado <br />River Storage Project is available, together with a report <br />on the Gunnison River development; that adequate public. <br />notice be given of such hearings; and that they be held at <br />Durango, Gunnison, Delta, and Meeker, Colorado. <br /> <br />I <br /> <br />On vote being taken, the motion unanimously carried <br />and was declared adopted. <br /> <br />Consulting Engineer Tipton reported concerning the further investiga- <br />tions and studies made on the .proposed Narrows Reservoir. He stated that fur- <br />ther studies by the' Bureau of Reclamation favored the Narrws site, in prefer- <br />I ence to the so-called Fort Mor2;an site, and .that reservoir plans were being <br />materially c[1anged to mal!:e a more accepta:ble project.. tne Director announced <br />t;'1at meetings were being arranged on this subject between members of the staff <br />of the Colorado Water Conservation Board, representatives of the Bureau of <br />Reclamation, and interested local groups. <br /> <br />Attorney Breitenstein reported on several meetings which had been held <br />since the last meeting of the Board on the matter of securing acceptable arrange- <br />ments between in-basin and out-of-basin users in Colorado of Laramie River water <br />,as a basis for making some future. adjustment with Wyoming for modification of the <br />provisions of the decrees of the United States Supreme Court. He reviewed the <br />present discussions which are being held with meadowland water users in the <br />basin and transmountain diversionists, and explained that if both groups of water <br />users were able to reach an agreement, then an approach would be made to Wyoming <br />to suggest a modification of the United States Supreme Court decree. These dis- <br />cussions, he explained, would be continued and a later report made to the Board. <br /> <br />Attorney Breitenstein reported that there were no new developments on <br />the proposed Glendo Project on the North Platte, but that the Bureau lad indicated <br />i.ts report, which will be considered by the States of Colorado, Wyoming, and <br />Nebraska, would be ready in a few weeks. <br /> <br />Attorney Breitenstein reported that there were no new developments re- <br />garding the removal of the Federal excess land limitations as they r elate to the <br />San Luis Valley Project. He explained that it was noted at the recent convention <br />of the National Reclamation Association that some states which had formerly <br />evidenced no interest in the matter were now expressing concern with respect to <br />the application of the land limitation provision of the Federal Reclamation laws. <br /> <br />I <br /> <br />The Director reported concerning Colorado's participation in the program <br />of investigations for formulation of a basin-wide development plan in the <br />Arkansas-White-Red River Basins. He explained that these investigations were <br />progressing rapidly and that the staff of the Water Conservation Board was <br />called to participate on a number of technic~ subcommittees, as well as in <br />meetings of the Inter-Agency Committee which has been set up to supervise thesformulation of policies related to these investigations.
