Tuesday, July 19, 2005
Hotchkiss, CO 81419

. To Colorado Water Conservation Board:

At the request of your staff, I withdraw my objection to the in-stream flow appropriation 2005
filing on the reaches ofNonh Fork of the Smith Fork. I do this with the understanding that the
Crawford Conservancy District and the Clipper Ditch Company do not feel this filing will create
hardship or damage to either entity or members they serve.

I withdraw this objection with continued reservation of any filing by the ewes as long as there
is question among water experts of the ability of the upper basins to meet the requirements of the
Water Compact and domestic and industrial water usage in the front range increases demand for
water.

As a conservationist, I believe at this time the efforts of this board would be better spent to
encourage and support water conservation and to develop water storage. Both of these efforts
could result in maintaining Instream flows.

Dixie Luke

.

.
