Evans <br />Acting Director, eWeB <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br />,- - " <br />, ~).c.-lL ~l~ <br />Steve Miller, CWCB Interstate'St~;;ms and Hydrologic Investigations Section <br /> <br />FROM: <br /> <br />DATE: <br /> <br />January 19, 1999 <br /> <br />SUBJECT: <br /> <br />Agenda Item 16.f., January 27-28, 1999, Board Meeting <br />Construction Fund - Non-Reimbursable Projects and Investigations <br />Southeastern Colorado WeD - Phase II Water and Storage Needs Assessment <br /> <br />INTRODUCTION <br /> <br />The Southeastern Colorado Water Conservancy District (SECWCD) and the Southeastern Colorado <br />Water and Storage Needs Assessment Enterprise (SECWSNAE), the enterprise created by the <br />SECWCD to conduct a study entitled "SECWCD/Arkansas Basin Water and Storage Needs <br />Assessment" are requesting financial assistance from the Board for Phase II of the Assessment <br />Project. Steve Arveschoug, General Manager of the Southeastern Colorado Water Conservancy <br />District, submitted a request for $25,000 in non-reimbursable assistance to the Board in his <br />December 18, 1998 letter to Peter Evans, which is attached hereto as Exhibit "A". Mr. Arveschoug <br />will make a'.presentation to the Board to explain the purposes of Phase II, as well as answer any <br />questions about the recently finalized Phase I study report. A copy of the executive Summary from <br />the final Phase I report is attached hereto as exhibit "B", and copies of the full report can be provided <br />to interested Board members upon request to staff. <br /> <br />BACKGROUND <br /> <br />The CWCB provided $75,000 and technical assistance for the original Phase I of the study to help <br />municipal and agricultural water users in the SECWCD service area identify future water demands, <br />evaluate the adequacy of existing supplies, and identify potential cooperative solutions to meet <br />projected needs for additional storage. The $75,000 grant was funded from the Severance Tax Trust <br />Fund Operational Account. Approximately 25 participating water supply entities also helped fund <br />that study. Technical analysis and report preparation for the Needs Assessment is was preformed by <br />the Denver office of GEl Consultants, a national engineering firm, under a $170,000 contract <br />
