Staff believes that most of his comments either have .. <br />been, or will be, addressed in on-going meetings with Mr. Walsh and Sue Helm, of the Caucus, <br />regarding winter flow quantification methods. Finally, Mr. Walsh states that he agrees with the <br />adaptive management approach but is concerned that "the current methods need to be fully evaluated <br />and modified as required, before we enter into adaptive management." Staff believes this is <br />consistent with the conclusions of the report. <br /> <br />Staff anticipates some members of the public may wish to comment orally at this meeting. <br /> <br />Staff Recommendation <br />Staff recommends that the Board: <br />I. Provide an opportunity for additional public comment at this meeting, <br />2. Evaluate those comments, and <br />3.
