Evans <br />Acting Director, eweB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: Larry Lang <br /> <br />DATE: September 16, 1998 <br /> <br />SUBJECT: Agenda Item 7a, September 21-22,1998 Board Meeting-- <br />Rio Grande Headwater Restoration Project <br /> <br />INTRODUCTION <br /> <br />The Board staff has attended meetings regarding the flooding and stream <br />geomorophology problems and issues on the Rio Grande upstream of Alamosa, <br />Colorado. The landowners and irrigators within this study reach are represented by the <br />San Luis Water Conservancy District (District). In addition, the Division of Water <br />Resources, Division III office has been assisting the District with the scoping activities to <br />determine the river needs and study tasks for the "Rio Grande Headwater Restoration <br />Project". <br /> <br />OBJECTIVES for the PROJECT <br /> <br />The District's goal, determined by consensus from its general meetings which were <br />conducted during the spring and summer of 1998, is to formulate a systematic approach <br />to address the "immediate/emergency and long term/management issues" for the study <br />reach. <br /> <br />IMMEDIATE/EMERGENCY ISSUES: <br />. Remove of debris buildup in the stream channel; <br />. Stabilize critical streambank erosion areas; <br />. Remove of certain sandbars; <br />. Protect irrigation structures and canals; and <br />
