<br />I <br /> <br />, <br />l <br /> <br />. <br /> <br />CWCB Resolution Supporting a <br />Regional Watershed Restoration Funding Initiative <br /> <br />WHEREAS, stream and watershed restoration programs provide <br />many benefits to Colorado water users and providers, <br />including channel and watershed restoration, irrigation <br />improvement, water quality enhancement, water conservation <br />and drought management, flood hazard mitigation, <br />rehabilitation of streams and watersheds impacted by human <br />activities and by wildfires, education and outreach and <br />mitigation of water development projects; and <br /> <br />WHEREAS, CWCB staff estimates that there are approximately <br />12,000 stream miles in Colorado serving a variety of water <br />needs and many of those miles would benefit from stream and <br />watershed restoration; and <br /> <br />WHEREAS, according to the Colorado Water Conservation <br />Board's Statewide Water Supply Initiative (SWSI), Colorado's <br />population is expected to grow by 65 percent by 2030, <br />requiring an estimated 630,000 acre-feet per year for <br />municipal and industrial uses; and <br /> <br />. <br /> <br />WHEREAS, many stream reaches in Colorado are limited in <br />their conveyance capacity for existing and future water <br />needs, and their ability to convey water could be <br />substantially improved through stream restoration for <br />successful water projects serving multiple interests; and <br /> <br />WHEREAS, protecting and improving the quality of streams in <br />Colorado will enhance the health of the natural environment <br />and provide for a wide array of recreational opportunities; <br />and <br /> <br />WHEREAS, the Colorado Water Conservation Board has supported <br />watershed restoration efforts throughout Colorado with funds <br />for planning and project implementation in partnership with <br />local governmental entities, other state agencies, federal <br />agencies, and non-governmental entities; and <br /> <br />WHEREAS, due to state funding limitations, there are <br />watershed restoration needs throughout Colorado that are <br />currently unmet despite ongoing watershed restoration <br />efforts by CWCB and numerous other entities and additional <br />funding support is necessary; and <br /> <br />. <br /> <br />WHEREAS, Federal funding is needed to supplement State and <br />regional watershed initiatives; and <br />
