Backl!round

On July 18, 2005, the Colorado Water Conservation Board (Board) adopted the Guidelines for
the Water Efficiency Grant Program, which was established under House Bill 05-1254. House
Bill 05-1254 created the Water Efficiency Grant Program Cash Fund, to be administered by the
Board. The fund currently has $345,760 for fiscal year 2006 and may be distributed to: 1)
Covered entities to aid in achieving the goals outlined in their locally adopted Water
Conservation Plans; or 2) Public and private agencies whose primary purpose is to promote the
benefits of water resource conservation for education and outreach aimed at demonstrating the
benefits of water efficiency. Further, the Guidelines define water conservation to mean broadly
water use efficiency, wise water-use, water transmission and distribution system efficiency, and
supply substitution. The objective of water conservation is a long-term increase in the
productive use of water supply in order to satisfy water supply needs without compromising
desired water services.

Summary of Proposal

The OWCDP received a Water Efficiency Grant application from the Center for ReSource
Conservation (CRe), a non-profit agency located in Boulder, Colorado. The CRC is committed
to leading Colorado residents, businesses, and municipalities toward a sustainable future by
implementing programs that provide resource conservation assistance and education.
