<br />I <br /> <br />I <br /> <br />All in all, we are still moving ahead. We have a tremendous con- <br />struction program going here in Colorado. We have adequate funds for <br />our two new projects, the Dallas Creek and Dolores. We also received <br />construction funds for the Closed Basin Project, one of our very <br />critical projects. <br /> <br />For the Animas-La Plata, we did not get the construction funds we <br />requested. We did get the money, but it was included under definite <br />planning. Otherwise, our budget came out exactly the way it was in the <br />original bill. The same was true, generally, throughout the united <br />states. There were a few projects dropped here and there, and all will <br />be back before the Congress next year. <br /> <br />Our congressional delegation did a tremendous job, with the one excep- <br />tion that I mentioned. We simply were not able to swing the votes in <br />the northern part of the united states. <br /> <br />This does have a direct bearing upon our own water resource development <br />here in Colorado. I don't know whether or not the 10 percent require- <br />ment for state funding will come about or not. As far as the President <br />is concerned, that is an accomplished fact. He announced that such will <br />be his criteria. Whether or not he would drop his objections to the <br />Narrows Project if we came up with 10 percent funding, I do not know. <br />I think most of the people campaigning for political office are quite <br />favorable to some state assistance for water resource development. I <br />have heard no adverse comment, at least by any of the candidates for <br />public office during the campaign. Of course, campaign promises and <br />what happens when they take office are quite often two different things, <br />as we all know. <br /> <br />The Colorado Water Congress did circulate a questionnaire to the people <br />running for the Colorado Legislature. I think most of you have seen <br />the results of that questionnaire. It was attached to. one of the recent <br />newsletters of the Colorado Water Congress, the newsletter issued during <br />the last month. <br /> <br />The staff has given the matter considerable thought. At the present <br />time, we are badly handicapped on the many small projects we have <br />throughout the state by the lack of adequate funding. We are currently <br />getting about a million and a half dollars a year through the Federal <br />Mineral Leasing Fund. That is about half of what we need. As I <br />reported in the memorandums sent to the Board earlier, we now have our <br />funds fully committed through the year 1985. This means that it is <br />almost futile for us to initiate any new projects until we can take care <br />of the ones currently authorized. There is no point in starting a <br />feasibility investigation this year, when we can't construct a project <br />until 1985. Currently, we have pending 16 project applications. We <br />have received two more recently. We now have 18 project applications <br />pending, and many of these are very meritorious. But we are simply not <br />able to proceed with them because of the lack of funding. <br /> <br />The legislature has enacted a statute which limits budgets to a 7 <br />percent annual increase. Under that limitation, there is just simply <br />no way that we can secure funding from the general fund for water <br />resource development in this state. <br /> <br />-5- <br />
