MR. SPARKS: I assumed it was. It was running into some tough going
the day I left, which was just before the session was over. I had not
read of its being reported out. Unfortunately, we just had that on
the wrong bill. There was no controversy about our amendment.

MR. GOSLIN: That is right.

MR. SPARKS: It should be a simple matter to get it through the next
session. There was no controversy that I know of about that particular
provision. We introduced it so late that we had no choice except to
attach it to another bill. It was too late for a separate act.

That is all I have, Mr. Chairman.

MR. STAPLETON: Thank you, Larry.

We were just coming to the attorney's report, Mr. Robbins. We are
delighted to have you with us after a vigorous tour of campaigning
during the lunch hour. (Laughter.)

MR. ROBBINS: I got in a few shots for Mr. Sherman.

MR. STAPLETON: Well, with no shots at all we wi~l turn it over to you.

MR. ROBBINS: I apologize to all the members of the Board for being
late.

I have about nine items that I want to address very briefly.

The first item is that I think the BOard should extend its commendation
to the Mount Werner Water and Sanitation District, of which Mr. Fetcher
is an officer, for a step that they have taken recently that I think
is most excellent in terms of our minimum streamflow programs. Mount
Werner, in making some changes in water rights to provide a water supply
for the Water and Sanitation District, dedicated certain rights to this
board for the purpose of maintaining minimum streamflows. With the
Board's permission and acquiescence, I would propose to work with the
attorney for the district, to acquire those rights and apply them to
minimum streamflow purposes in the Steamboat Springs area. It seems
to me that this is one of the ways that we can obtain minimum flows on
streams that are heavily used without damaging parties wishing to use
water from the streams.

John, I don't know if you want to speak further on it. But I am very
pleased with what you have done.

MR. FETCHER: Well, it is an indication that those of us who are .
concerned not only wi~h s.upplying water to our municipalities involved
in the recreation industry. are also concerned with minimum streamflows,
that being an integral part of the recreation business, as you all
know. So this is the reason our board made this move. I can't say
that the gift is really that great. It sounds great, because the dates
of these water rights are early dates. They happen to be streams that
don't always fill these rights. However, in talking it over with
