<br />I <br /> <br />I <br /> <br />MR. SPARKS: I assumed it was. It was running into some tough going <br />the day I left, which was just before the session was over. I had not <br />read of its being reported out. Unfortunately, we just had that on <br />the wrong bill. There was no controversy about our amendment. <br /> <br />MR. GOSLIN: That is right. <br /> <br />MR. SPARKS: It should be a simple matter to get it through the next <br />session. There was no controversy that I know of about that particular <br />provision. We introduced it so late that we had no choice except to <br />attach it to another bill. It was too late for a separate act. <br /> <br />That is all I have, Mr. Chairman. <br /> <br />MR. STAPLETON: Thank you, Larry. <br /> <br />We were just coming to the attorney's report, Mr. Robbins. We are <br />delighted to have you with us after a vigorous tour of campaigning <br />during the lunch hour. (Laughter.) <br /> <br />MR. ROBBINS: I got in a few shots for Mr. Sherman. <br /> <br />MR. STAPLETON: Well, with no shots at all we wi~l turn it over to you. <br /> <br />MR. ROBBINS: I apologize to all the members of the Board for being <br />late. <br /> <br />I have about nine items that I want to address very briefly. <br /> <br />The first item is that I think the BOard should extend its commendation <br />to the Mount Werner Water and Sanitation District, of which Mr. Fetcher <br />is an officer, for a step that they have taken recently that I think <br />is most excellent in terms of our minimum streamflow programs. Mount <br />Werner, in making some changes in water rights to provide a water supply <br />for the Water and Sanitation District, dedicated certain rights to this <br />board for the purpose of maintaining minimum streamflows. With the <br />Board's permission and acquiescence, I would propose to work with the <br />attorney for the district, to acquire those rights and apply them to <br />minimum streamflow purposes in the Steamboat Springs area. It seems <br />to me that this is one of the ways that we can obtain minimum flows on <br />streams that are heavily used without damaging parties wishing to use <br />water from the streams. <br /> <br />John, I don't know if you want to speak further on it. But I am very <br />pleased with what you have done. <br /> <br />MR. FETCHER: Well, it is an indication that those of us who are . <br />concerned not only wi~h s.upplying water to our municipalities involved <br />in the recreation industry. are also concerned with minimum streamflows, <br />that being an integral part of the recreation business, as you all <br />know. So this is the reason our board made this move. I can't say <br />that the gift is really that great. It sounds great, because the dates <br />of these water rights are early dates. They happen to be streams that <br />don't always fill these rights. However, in talking it over with <br /> <br />-35- <br />
