I

I

Needless to say, that includes all land. They are requiring of us that
we purchase from private holdings within the National Forest 160 acres
of equivalent lands. This was a very onerous requirement for the project
and would have delayed the project unduly.

Thanks to Pete Barrows, who accompanied me to Sacramento, he has proposed
certain dikes at the upper end of the reservoir, which will impound
water when it recedes. We think the Federal Fish and Wildlife Service
will buy that solution.

That gives us an update. We are going to bid on the 15th of November.
We plan construction next year.

I would like to ask Nick Ioannides, of the Board's staff, to make a few
comments on the status of the engineering on the project.

MR. IOANNIDES: I don't have to say very much except that Western
Engineers have been preparing drawings and specifications. They have
submitted those to the state engineer's office and to our board.

About a month ago, we made our comments. The comments have been sent
to them, together with those of the state engineer's office. We expect
Western Engineers to be finishing corrected drawings and specifications
and be ready to go into bidding by the 15th of November. We expect that
the construction might be star~ing sometime early next spring.

According to the projections we have, CWCB money would be made available,
500,000 in July of '79 and 500,000 in January 1980.

MR. STAPLETON: Thank you, Nick and John.

MR. FETCHER: It looks like we may get one project built.

MR. STAPLETON: Good.

(Off the record discussion and luncheon recess.)

MR. STAPLETON: We will call this meeting to order and consider item 7,
floodplain information reports. I think we can consider all of them at
one time. You have them in your folders. They are routine and approved
by the staff. So I think we can have a motion for their approval.

MR. JACKSON: Mr. Chairman, I move that we approve the floodplain reports
A through M.

MR. FURNEAUX: Second.

MR. STAPLETON: It has been moved and seconded. Is there any discussion?
(NO response.)

All right. All those in favor signify by saying "Aye." (Unanimous ayes.)
Opposed? (NO response.)

Unanimously carried.

(See Appendices C through 0)

-31-
