That <br />the States and other local public agencies have failed to protect <br />their properties from continuous decays or safeguard their limited <br />water resources is improvident." <br /> <br />21. What is first needed in order to plan the proper <br />development of the area? <br /> <br />"Full development of the Basin and the most efficient <br />use of its water resources cannot be attained vfithout a great <br />quantity of additional information oVOC WLde fields of interest. <br />Organization of this effort should be one of the first tasks of a <br />", river basin commission for the Colorado, as suggestedby this <br />Commission." <br /> <br />22. Is there sufficient water available in the Basin for <br />its proper future development? <br /> <br />"Insufficient water is availaole to the upper basin to <br />supply all potential projects. Additional possibilities have <br />recently arisen which will require water and pm{er, particularly <br />potential industrial uses in the upper basin for reduction of oil <br />shale, hydrogenation of coal, wood-pulp mills, and other similar <br />operations. Considerable study will be required of the many <br />potentialities before a complete group of participating projects <br />may be chosen that have water requirements compatible with <br />allocations to the States of the upper basin, efficient use of <br />water, and the national interest." (It should he noted that this. <br />statement was made before the importance of uranium in the Basin <br />was realized.) <br /> <br />23. Is there any other source of water f rom which the <br />Basin could draw its supply? <br /> <br />.
