<br />"triggers" to indicate when surplus conditions exist; and the "Shortage Protection Alternative," <br />which would permit surplus conditions to be determined above a specific elevation positioned to .-_. <br />ensure enough water remains in Lake Mead to provide a one-year water supply to Arizona, <br />California, Nevada, and Mexico, and to protect against dropping the lake's water level below a <br />specified elevation. <br /> <br />Glen Canyon Adaptive Management: The Federal Advisory Committee Act charter for <br />the Glen Canyon Adaptive Management Work Group expires Feb. 4, 2001. The Secretary's <br />designee has indicated all appointments expire at this time, However, the designee has indicated <br />that these four- year appointments will be renewed before the expiration date. <br /> <br />Miner's Creek Update: On June 13 the Breckenridge Town Council invited CWCB <br />Board member Eric Kuhn and members of our staff to meet with them. The purpose of the <br />meeting was to provide discuss resolving the Miner's Creek dispute. Following the meeting, <br />which unfortunately was closed to the public, Eric Kuhn wrote to Samuel Mamula, Town Mayor <br />on June 20 suggesting that an MOU between the eWCB and the Town might be an appropriate <br />way to address the outstanding issues. A copy of Eric's letter is attached. <br /> <br />Colorado River Advisory Committee Meets: The Advisory Committee met on July 7 in <br />Denver to discuss the Surplus Criteria mentioned above. <br /> <br />Gunnison River Basin Issues <br /> <br />We will be providing written information about many Gunnison Basin issues under <br />agenda item 22. <br /> <br />GMUG Instream Flow Issues Steering Committee: The CWCB has been invited to . <br />participate in a steering committee, which will guide the development and implementation of a <br />collaborative effort to identify the environmental instream flow needs for the streams of the <br />Grand Mesa, Uncompaghre and Gunnison National Forests (GMUG NFs). As the GMUG NFs <br />prepares to revise its Forest Plan, it will need to identify the water needed to meet present and <br />future consumptive and instream uses on the Forest. The collaborative effort will strive to <br />identify the level of instream flow protection appropriate for various streams on the National <br />Forests to meet resource management needs. The GMUG NFs has stated that its desired <br />approach to accomplishing this task is to integrate stakeholder collaboration and science-based <br />analysis. <br /> <br />The steering committee is made up of invited individuals representing Trout Unlimited, <br />Colorado Division of Water Resources, Overland Water Users and Colorado River Conservation <br />District, Colorado Division of Wildlife, Uncompahgre Area Local Citizen, San Miguel <br />Watershed Coalition, Upper Gunnison Area Local Citizen, Club 20 Water Committee, and the <br />Colorado Water Conservation Board, To date two meetings have been held to explore the <br />GMUG NFs proposal and to get input from the steering committee, <br /> <br />This collaborative process will be open to all interested stakeholders including federal <br />agencies with management responsibilities, appropriate State water management and fish and <br />wildlife agencies, water facility owners and users, American Indian tribes with treaty rights, and <br />any others expressing an interest in the outcomes <br /> <br />. <br /> <br />6 <br />
