The purpose of the loan is to construct <br />a new outlet and spillway structure on Twin Lakes dam, The estimated total cost of the project <br />is $140,500, Please see the attached project summary and map, <br /> <br />Backaround <br />The BLHIC, located in Boulder County, operates the Boulder and Left Hand Ditch system for the <br />benefit of the shareholders by providing irrigation water. Twin Lakes is used as an equalizer <br />reservoir, and has a capacity of 218 acre-feet. The CWCB approved a $50,000 Small Project <br />Loan in March of 1998 to rehabilitate the outlet, which is rusted through, During design the State <br />Engineer's Office determined that a new spillway was also required, The best alternative was to <br />incorporate the spillway into the new outlet system, The BLHIC wants to reconstruct the outlet and <br />incorporate the new spillway, The Company needs to reconstruct the Twin Lakes outlet in early <br />2000, prior to the irrigation season, Engineering inspections show the outlet is rusted through and <br />could fail at any time, Twin Lakes Reservoir storage would be lost if the State Engineer imposes <br />restriction, Delaying the project until fall 2000 is risky, and could result in an undue hardship on the <br />borrower, <br /> <br />Feasibility Studies <br />The BLHIC retained Mike Ballantine P.E., of Rocky Mountain Consultants, to conduct a feasibility <br />study, The study was completed October 1999 and includes an assessment of altematives <br />available for reconstruction of the outlet and spillway, <br /> <br />The Boulder and Left hand Irriaation Comoanv <br />The BLHIC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado, There are 50 shareholders and 136 shares of stock, The BLHIC has the power to set <br />annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments. The BLHIC delivers water to a 2,000-acre service area located northeast of <br />Boulder. <br />
