<br />transItion, In case anyone hasn't already enjoyed enough transition, there appears to be <br />plenty in store during the next months, You will be selecting the next CWCB Director <br />during the time that Governor-elect Owens' transition advisory committees are expected <br />to be proposing new cabinet officers, inquiring into pending program changes, looking <br />for opportunities to streamline 'or privatize existing program functions and proposing <br />budget cuts that produce fuiids for other priorities, Weare also waiting to find out how <br />the FY2000 budget requests we developed last summer will be reviewed, To make things <br />even more interesting, an October 1998 report from the CD Center for the New West <br />(Colorado Voices: Citizens Want State Leaders to Create a High Performance State <br />Worliforce) concludes that Colorado citizens believe their state govemment is "stuck with <br />outdated, Industrial Age management and personnel systems that have given them a <br />bloated, wasteful bureaucracy more concerned with its own interests than with <br />Colorado's future," <br /> <br />The Senior Staff, including Susan Maul, Larry Lang, Bill Stanton, Dan Merriman <br />and Randy Seaholm, meets weekly to coordinate new "workload opportunities" (e,g" <br />assisting the Alamosa River citizens watershed effort, implementation of the Audit <br />recommendations and meeting with GOCO to explore our mutual interest in water and <br />money), We have also coordinated the development of an imaging proposal (Agenda <br />#26c), response to the Governor's transition information requests, training for "pay-for- <br />performance" and the development of our Annual Report, our display and our upcoming <br />legislative briefings, One of our next projects is clarifying the responsibilities of our staff <br />representatives to outside committees, taskforces, etc, These responsibilities will include <br />coordination with an internal team before events and reporting problems and progress <br />afterwards.
